Answer
Postscript's popups are cookied, which means they only appear on a customer's first visit to your shop. If a customer opts-in via the popup, they won't see it again on their next visit. If the customer minimizes the popup or exits the page without subscribing, the popup will appear minimized in the bottom left corner on their next visit.
The only time a customer would see the full popup again is if they are on a new device or using a private browsing window.
